Google AdSense Referrals.. worth it?

Google has just launched a new service from AdSense. They pay you $100 for each user referred by you that reached earnings of $100.
I think it’s more easy to earn $1 for each user that downloads Firefox with the Google toolbar and runs it! Unfortunately, this is not yet possible in Portugal, only available for U.S. residents. I don’t have a clue why is this so.
